PARAGON Construction Group Inc. is a full service, licensed Construction Company dedicated to building and improving residential properties with integrity, transparency, and a commitment to enhancing the client experience. Chi Perrus has spent the vast majority of his career in banking, from community banks to multinational banks, extending from 1996 to 2016. His focus was centered on small to mid size construction projects in the Washington, D.C. market, and originated over $160 million in construction and real estate investment loans from 2011 to 2016.
He served in various functions in his banking career, including managing the commercial and residential loan department at a Baltimore community bank, and leading the commercial real estate lending effort at a CDFI bank in Washington, D.C.
Mr. Perrus shifted his professional focus in 2016, and co-founded PARAGON Construction Group, Inc. with Cristian Castellanos in 2017.
Mr. Perrus is a graduate of the University of Maryland, College Park, with a B.A. in economics and M.B.A. in finance and entrepreneurship. In addition, he obtained a M.S. in Real Estate from Johns Hopkins University.

Columbia Heights Condos
New construction of an 8 unit condominium project consisting of two individual building located on the same block in the heart of the Columbia Heights neighborhood of Northwest, Washington, D.C. This project consisted of six 1-bedroom units and two 3-bedroom duplex units, both with a rooftop deck. Modern design with contemporary finishes that would satisfy any discerning urban dweller. This project has delivered and is currently listed on the market.
Located in the Burlieth neighborhood of Washington, D.C. this project expanded a 1,280 square foot rowhouse to over 3,300 square feet by adding a vertical, and rear addition as well as excavating, underpinning, and creating an expansion basement level. Consisting of thoughtful details and superb craftsmanship this home creates a luxurious retreat for its homeowners.
Meticulous restoration of a Tudor Revival style rowhouse located in the historic Foxhall Village neighborhood of Northwest, Washington, D.C. Balanced blend of contemporary and historic design was applied to this 2,368 square foot 4 bedroom and 4.5 bathroom rowhouse.
New construction of a 3,300 square foot farmhouse that incurred substantial fire damage. The 6 bedroom and 5 bathroom three level home was rebuilt from the foundation up to create a modern adaptation of a traditional farmhouse home.
Complete renovation and conversion of a turn of the century classic rowhouse in the Brookland neighborhood of Washington, D.C. to a 2 unit property including a legal 1 bedroom lower level unit. The quaint 4 bedroom and 3.5 bathroom, 1,400 square foot Federal style rowhouse shows off its charm with high style and upscale finishes.
Mt. Vernon Square Condo Conversion
Expansion and conversion of a rowhouse in historic Mt. Vernon Square into 6 condominium units exceeding 7,000 square feet in total. Project scope includes excavating and underpinning a cellar and sub cellar over 18 feet in depth and a rear addition doubling the footprint of the building. The project is actively under construction with a delivery of spring 2021.
Condos At The Park
New construction of a 10 unit condominium project located in the Park View neighborhood of Northwest, Washington, D.C. The scope of the project includes razing an existing 3 unit commercial rowhouse and building from the ground up a 6,500+ square foot five level condo building including a cellar and penthouse level, with rooftop decks for the duplex top units. This project is actively under construction with delivery in fall 2021.
Integrated Columbia Heights Condos
Combining the old and the new with this 9 unit condo conversion in the Columbia Heights neighborhood of Washington, D.C. The project includes a vertical and rear addition, with underpinning of a 100+ year old rowhouse located on a fairly uniform street. The design concept is thoughtful and respectful of the character of the street, while incorporating modern touches that buyers are seeking. We call this respectful coexistence. This project is in pre-development with construction commencing in fall 2020 and delivery in fall 2021.
Adams Morgan Condos
New construction of a 9 unit condominium project located a couple of blocks from the heart of Adams Morgan. This project consist of razing the existing structure and pulling the building line forward to preserve a heritage tree located in the backyard. The scope includes building a 6,500 square footage five level building, including penthouse level, and excavating and underpinning the foundation. The project will offer a combination of one and two bedroom units with a spacious backyard. Construction to commence in fall 2021 with delivery in fall 2022.
